It's impossible from the size of the picture to tell if this is a bed bug or not. I'd suggest bringing the bed bug to a local cooperative extension for identification. Call the office and see if they have a staff entomologist that can evaluate your sample. You can find your local office by following this link to the USDA list of cooperative extension offices.
As an alternative, you can submit a sample to the Cornell Insect Diagnostic Laboratory. Another approach is to contact an exterminator by either searching our database or contacting a national network that is experienced with bed bugs such as Service Magic.
